Full Program Details
Think about the policies that shape daily life in Lagos, Nairobi or Manchester: fuel subsidies, school funding, migration rules, digital ID. Somebody had to design them, test them and defend them. Mundus MAPP trains the people who do that work, and for its 2027 to 2029 intake it is offering Erasmus Mundus scholarships that cover tuition and pay a monthly allowance.
Mundus MAPP is a two-year joint Erasmus Mundus master's in public policy run by four universities: Central European University (CEU) in Vienna, the Institut Barcelona d'Estudis Internacionals (IBEI), the International Institute of Social Studies (ISS) of Erasmus University Rotterdam in The Hague, and the University of York in the UK. Since 2007, 408 students from 85 countries have studied in the program.
An Erasmus Mundus scholarship comes with a full tuition fee waiver and €1,400 a month for 24 months, up to €33,600 in total.

What the Scholarship Covers
The Erasmus Mundus Joint Master (EMJM) scholarship is awarded on academic merit to outstanding applicants from inside and outside the EU. It includes:
- A full tuition fee waiver for both years
- A monthly allowance of €1,400 for up to 24 months, meant to help with travel, visa, installation and living costs
The consortium also gives one institutional scholarship per study track, which is a 50% tuition fee waiver in both years with no monthly allowance. Note that the study visit and winter school cost extra, between €600 and €1,000 each, and are not covered by the EMJM scholarship. Only a limited number of EMJM scholarships are available.
The Four Study Tracks
You apply to one track only, and it decides which two universities you study at:
- CEU and IBEI: Global Public Policy (Vienna and Barcelona)
- CEU and York: European Public Policy (Vienna and York)
- ISS and IBEI: Political Economy and Development (The Hague and Barcelona)
- ISS and York: Governance and Development (The Hague and York)
For the two ISS tracks, Dutch visa requirements apply. The consortium confirmed in September 2026 that the same procedure applies to the 2027 to 2029 ISS cohort.
Who Can Apply

GizPulse Verdict
Who this is for: Social science graduates from Africa and around the world who want a policy career in government, international organisations, NGOs or think tanks, and who would like two European cities on their CV instead of one.
Who should pause: If your first degree is in engineering or the natural sciences, you are not eligible. If your grades fall below a 2:1, or you cannot hit IELTS 7.0 in time, focus on fixing that first.
One tip to stand out: Your statement of purpose is where scholarships are won. Pick the track that matches a real policy problem you have seen up close, explain why that pair of universities fits it, and say what you plan to do with the degree afterwards.
